What do you folks think about the various incentive plans offered for students to take CSAP? Are you aware of them?

My daughter is on a 504. She attends a public online school. Her 504 states that the school will make special arrangements for her CSAP testing...if she is able to test. She has severe Panic / Anxiety Disorder. She has extreme panic attacks; she becomes unresponsive, curls into a fetal position, tenses all of her muscles, and sobs. She feels like she's going to die. Her panic is triggered by school work, especially tests...especially the CSAPs. I have had to put my daughter through hell to make her take the CSAPs. I was told if she didn't, she would not be able to return to her school the next year. Every year, they've threatened expulsion. A few years ago, I was told by the now principal to have her cheat on the CSAPs. She said my daughter only needed to fill in five answers to have it count as complete. She told me to have my daughter simply color in the bubbles randomly. No one from the school would put any of this in writing. They would only say these things in phone calls. Can I really opt out?
